EØS midler – Hva er inne for meg og er det relevant til Horizon 2020?EEA grants/Norway Grants – What’s in for me and is it relevant to Horizon 2020?

Giverlandene (Donor States) Norge, Island og Liechtenstein har nå lyst ut forskningssamarbeidsprogrammer med 2 europeiske land: Romania og Tsjekkia; utlysningene for Ungarn og Latvia kommer snart. Forskningsprosjekter innenfor prioriterte områder, f.eks. Helse og matsikkerhet, også gjerne tverrfaglige, blir støttet inntil 3 år.

The Donor States Norway, Iceland and Liechtenstein have now announced collaborative research programs with three European countries (Beneficiary States): Romania and Czech Republic; the announcements for Hungary and Latvia are coming soon. Research projects in priority areas like Health and Food Safety or interdisciplinary projects are supported up to three years. Common to all programs is that the projects are sought, led and administered by the Beneficiary States.

Hvordan kan vi identifisere biomedisinsk forskning som ikke holder mål?How can we identify biomedical research which is not up to standard?

Roland Jonsson  I de senere år er det kommet artikler som har testet reproduserbarheten av preklinisk biomedisinsk forskning i topp-rangerte tidsskrifter.  Oppsiktsvekkende  nok kunne ikke mesteparten av dette reproduseres – ikke engang av forskerne selv!

Det er to opplysende og leseverdige kommentarer som belyser dette – for mer informasjon se:  Nature  23 May 2013 – p. 433 (six flags) og The Economist Oct 19, 2013. (Trouble at the lab) Nærmere 75% av det som ble publisert i internasjonale tidskrifter med peer-review og høy impact faktor, var det vanskelig med å reprodusere!  Hva kan årsaken være?  Det diskuteres bl.a. at økt press for å publisere, konkurranse, og høye ambisjoner om å publisere alt for tidlig kan bidra sterkt til dette.  Men forskerne fremhever også at feil korrigerer seg selv, fordi andre forskere jobber videre med akkurat denne oppgaven. Dette må anses som en meget kontroversiell holdning. Men det ble også gitt gode råd til hvordan forfatter, redaktør, referee og lesere selv kunne spørre seg selv om kvaliteten på publikasjonen:

  1. Ble eksperimentet gjennomført blindt?
  2. Ble eksperimentet repetert?
  3. Ble alle resultatene presenterte?
  4. Ble både positive og negative kontroller inkluderte?
  5. Ble brukte reagenser kvalitetskontrollerte?
  6. Var de statistiske metodene/testen optimale?

In recent years a number of articles testing the reproducibility of preclinical biomedical research have been published in top-rated journals.  Surprisingly most of this could not be reproduced – not even by the researchers themselves!  There are two informative and commendable editorials shedding some more light on this issue – for more information see: Nature 23 May 2013 – p. 433 (six flags), and The Economist Oct 19, 2013 (Trouble at the lab).  Approximately 75% of the contents published in international scientific journals with peer-review and high impact factor, were difficult to reproduce.  What can the reason for this be?   Issues such as the increased pressure to publish, competition, and high ambitions of publishing way too early are discussed as potential contributions to this.  However, the researchers also point out that mistakes correct themselves, because other researchers continue to work on precisely this task.  This has to be regarded as a controversial attitude.  However, good advices were also provided as to how author, editor, referee, and the readers themselves could question the quality of the publication:

1. Was the experiment blinded?

2. Was the experiment repeated?

3. Were all results presented?

4. Were both positive and negative controls included?

5. Were used reagents subjected to quality control?

6. Were the statistical methods/tests optimal?

Horizon 2020 – Hva er «Expert database», hvorfor skal jeg registrere og hvordan gjør jeg det?Horizon 2020 – What is the “Expert database”, why should I register and how do I do it?

Den 22. november har utlysningen blitt lansert for å etablere en database med potensielle evaluatører for Horisont 2020 søknader. Sakkyndige (experts) bistår i fagfellevurdering med (i) evaluering av forsknings- og innovasjonssøknader, (ii) revisjon av forsknings- og innovasjonsprosjekter, (iii) monitorering av utvikling, resultat og virkning av forsknings- og innovasjonsprogrammer samt gir råd om formen på fremtidige forsknings- og innovasjonsaktiviteter. Du har en sjanse til å bli valgt som en ekspert hvis du (i) har en høy kompetanse innen forskning eller innovasjon innenfor et hvilket som helst vitenskapelige og teknologiske felt, inkludert ledererfaring, (ii) har minst en universitetsgrad, og (iii) kan være tilgjengelig for sporadiske, kortvarige oppdrag.
Forskere oppfordres til å sende inn et uttrykk for interesse. Hvis man blir utvalgt til å evaluere en spesifikk Horizon 2020 utlysning, kan dette være en nyttig måte å få førstehåndserfaring i å se hva som utgjør en vellykket søknad og hvordan evalueringsprosessen fungerer, spesielt for yngre forskere som planlegger å søke EU støtte. Det kan ta alt fra kort tid til flere år før du blir valgt av Kommisjonen.

Eksperter som ønsker å delta vil få tilgang til tjenesten fra Participant Portal: http://ec.europa.eu/research/participants/portal/page/experts. Herfra kan du opprette en ECAS (European Commission’s secure Authentication Service)-konto, hvis du ikke allerede har en. Når du har mottatt passordet ditt, kan du gå tilbake til ‘Expert’-området i Participant Portal, logge inn med ditt ECAS brukernavn eller e-postadresse og passord. Deretter klikker du på «Registrer eller oppdatere profilen din«, dette fører deg til den innledende siden av registreringstjensesten.
Eksperter tidligere registrert for FP7 må erklære sin interesse for å jobbe som ekspert for Horisont 2020 programmet samt revidere «area of expertise»-delen. 

On November 22, the call has been launched in order to establish a database of prospective evaluators for Horizon 2020 proposals. Experts, as peer reviewers, assist in the (i) evaluation of research and innovation proposals (ii) review of research and innovation projects, (iii) monitoring the progress, outcome and impact of research and innovation programmes as well as giving advice on the shape of future research and innovation activities. You have a chance of being selected as an expert if you (i) have a high level expertise in research or innovation in any scientific and technological field, including managerial aspects, (ii) have at least a university degree, and (iii) can be available for occasional, short-term assignments.

Researchers are encouraged to submit an expression of interest as, if selected to evaluate a specific Horizon 2020 call, this can be a useful way to see first-hand what makes a successful proposal and how the evaluation process works. This is especially interesting for young scientists who are planning to get involved with EU funding. It might take short time to several years until you are picked by the Commission.

Experts wishing to take part can access the service from the Participant Portal: http://ec.europa.eu/research/participants/portal/page/experts. From here, you create an ECAS (European Commission’s secure Authentication Service) account, if you don’t already have one. If you have received your password, go back to the Expert area in the Participant Portal, log-in with your ECAS user name or email address and password. Then click on ‘Register or update your profile’, this leads you to the introductory page of the expert registration service.

Experts previously registered for FP7 need to declare their interest in working as an expert for the Horizon 2020 programme as well as revising the ‘area of expertise’ section.
