Her angis rammene for neste \u00e5rs budsjett. Dessverre er det lite \u00e5 glede seg over. L\u00f8nn- og priskompensasjonen til UiB er p\u00e5 3 %. Det ligger ogs\u00e5 forslag om til sammen 2 % i rammekutt. Om dette blir den satsen som blir videref\u00f8rt ned til instituttbudsjettene vet vi ikke sikkert f\u00f8r fakultetsstyret har behandlet saken i desember.<\/p>\n<p>\u00c5rets pott i de lokale l\u00f8nnsforhandlingene var historisk h\u00f8y, og K2 sine medarbeidere gjorde det bra, s\u00e5 bra at v\u00e5re l\u00f8nnsutgifter \u00f8ker med om lag 5 % totalt neste \u00e5r. Minimale avganger de neste 2 \u00e5rene gj\u00f8r at vi m\u00e5 fortsette \u00e5 redusere den del av virksomheten som finansieres p\u00e5 grunnbevilgningen. Vi vil likevel fors\u00f8ke \u00e5 skjerme driftsmidlene til stipendiater og postdoc-stipendiater, men jeg kan ikke n\u00e5 love at vi klarer det fullt ut i 2015.<\/p>\n<p>Et annet sentralt punkt for K2 i budsjettsaken er hvordan 0-dekningsbidragsprosjekter skal h\u00e5ndteres videre. Fakultetsstyret skal i desember vedta prinsipper for hvordan husleie og administrasjonskostnader for slike prosjekter skal betales. Dette kan f\u00e5 store konsekvenser for K2-\u00f8konomien siden vi er det instituttet som har flest slike prosjekter . Det antydes at det vil kunne bli innstramninger her. Da kan vi raskt komme i en situasjon at vi m\u00e5 takke nei til enkelte eksterne bevilninger.<\/p>\n<p>Er det da ingen lyspunkter sp\u00f8r du? Joda, det kommer en \u00f8remerket bevilgning til galenisk farmasi. Videre vil vi kunne f\u00e5 mer til vitenskapelig utstyr i 2015 enn i 2014. K2 vil ogs\u00e5 f\u00e5 tilf\u00f8rt en teknisk stilling til drift og administrasjon av Enheten for friske frivillige som skal starte opp i 2015.<\/p>\n<p>Om det blir enn\u00e5 flere lyspunkter blir opp til deg som K2-medarbeider. \u00d8verst p\u00e5 min \u00f8nskeliste st\u00e5r tilslag p\u00e5 EU- og NFR-s\u00f8knader. Det er gledelig at K2 er det institutt ved UiB som har sendt flest EU s\u00f8knader; dette ble ogs\u00e5 beh\u00f8rig nevnt i universitetsstyresaken om s\u00f8knader denne uken. Det er disse prosjektene som kan styrke K2 sin \u00f8konomi. Da er det bare \u00e5 h\u00e5pe p\u00e5 at en blir b\u00f8nnh\u00f8rt.<\/p>\n<p>Med \u00f8nske om 2015 i balanse.<\/p>\n<p>Eystein<\/p>\n<p>Instituttleder<\/p>\n<p><span style=\"font-size: 8.0pt;font-family: 'Tahoma','sans-serif';color: black\"><br \/>\n<\/span><!--:--><!--:en--><a href=\"http:\/\/k2info.w.uib.no\/files\/2013\/11\/Eystein-2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-thumbnail wp-image-629\" src=\"http:\/\/k2info.w.uib.no\/files\/2013\/11\/Eystein-2-150x150.jpg\" alt=\"Eystein 2\" width=\"150\" height=\"150\" \/><\/a>The University Director has just sent the budget allocation letter to MOFA. Unfortunately, it is rather depressive reading. Salary- and price compensation for UiB is set to 3%. However, as the money travels through the system to the institute, the compensation proposed to be cut to 1%.What the final figure will be will be decided in the December Faculty Board Meeting.<\/p>\n<p>The size of the local salary pot was unusually big this year and K2 employees were allocated a large part of it, so much that our salary expenses will increase about 5% in total next year. This combined with a minimal number of retirements the next two years means that we will have to continue to reduce that base funding part of our budget. However, we will still try to shield the operating funds allocated PhD-students and Postdocs, but I cannot promise that we will be able to do so in 2015.<\/p>\n<p>Another main issue for K2 in the budgeting process is how zero-overhead projects are to be handled. K2 is the institute with the highest number of such projects. The Faculty Board will in December also determine principles for how rent and administrative costs for such projects are to be paid. This may affect the financial situation at K2. There are signs that we will see a tightening in transferal in this area. Thus, we might very soon find ourselves in a situation where we will have to say no to certain forms of external funding.<\/p>\n<p>Are there no positive cyphers you may ask? Well, there will be funds earmarked galenic pharmacy. In addition we will be have a larger budget for scientific equipment than in 2014. K2 will also be given a technical position for operating and administering the Unit for Healthy Volunteers which will launch in 2015.<\/p>\n<p>Whether or not we will be able to strengthen the budget is also up to you as a K2-employee. At the top of my wish list is funding of some of our many EU- and NFR-applications. It is great to know that K2 is the UiB institute with the highest number of EU-applications this year; hopefully some will be translated into project funding. These are the projects that can strengthen the financial situation at K2.
