Dyreavdelingen er grunnlaget for vesentlige deler av forskningen ved fakultetet. K1 har ansvaret for enheten. Avdelingens \u00f8konomi m\u00e5 styrkes. Dette vil skje ved innsparinger p\u00e5 avdelingen og ved h\u00f8yere egenbetaling for prosjektene.
\n<\/strong><\/p>\n

\"rotte1_eivindsennesethuib\"<\/a><\/strong>Kostnadskrevende og kompetanseintensive deler av forskningen ved fakultetet er organisert som kjernefasiliteter. Alle kjernefasilitetene har et basisbudsjett, men en stor del av finansieringen skal komme ved brukerbetaling. Budsjettet skal ivareta ikke bare daglig drift, men ogs\u00e5 nyanskaffelser og oppgraderinger av infrastruktur. Nye faglige muligheter skal utvikles og utnyttes. Den \u00f8konomiske modellen vil bygge p\u00e5 regnskapstall og f\u00f8lge prinsippene som gjelder for alle kjernefasilitetene.<\/p>\n

Dyreavdelingen m\u00e5 n\u00e5 foreta to prosesser parallelt for \u00e5 oppn\u00e5 en bedre budsjettbalanse. Inntjeningen m\u00e5 \u00f8kes, med h\u00f8yere takster for brukerbetaling. Dyreavdelingen m\u00e5 spare i forhold til dagens drift, ikke minst p\u00e5 l\u00f8nnsutgifter.<\/p>\n

Kravet til budsjettmessig bedring det kommende \u00e5ret er 1.5 mill kr. Dyreavdelingen og \u00f8konomiseksjonen ser sammen p\u00e5 hvilke praktiske konsekvenser dette vil ha. Prosjektsatser vil bli utarbeidet i l\u00f8pet av noen uker. Eventuell egeninnsats defineres i prosjektene og vil inng\u00e5 i den \u00f8konomiske diskusjonen. Det er viktig at forskergrupper, institutt og Dyreavdelingen samarbeider i s\u00f8knadsfasen for b\u00e5de \u00e5 beregne kostnader og forsikre seg om at det er kapasitet. Lavt prioriterte og\/eller svakt finansierte prosjekter kan f\u00e5 avslag. Ved s\u00f8knader om konkurranseutsatte midler m\u00e5 utgifter til bruk av Dyreavdelingen beregnes korrekt.<\/p>\n

De faglige prioriteringene vil foreg\u00e5 med forskere, Dyreavdelingen inkludert dens faglige r\u00e5dgivningsgruppe og institusjonsledelsen som viktigste akt\u00f8rer. Den \u00f8konomiske rammen for virksomheten og kravene til finansiering og budsjett vil bli tydeligere utformet av K1 i en dialog med fakultetet og de \u00f8vrige instituttene. Basisbevilgningen for K1 og fakultetet har utviklet seg slik at kostnadsreduksjon er n\u00f8dvendig i en slik grad at det p\u00e5virker driften.<\/p>\n

Parallelt med \u00e5 h\u00e5ndtere dagens vanskelige budsjettmessige situasjon er det viktig \u00e5 se p\u00e5 faglig tilbud med hensyn til kompetanse og praktiske funksjoner. Dyreavdelingens oppgave er \u00e5 bidra aktivt i biomedisinsk forskning som ligger i internasjonal forskningsfront.<\/p>\n

K1 is responsible for this unit. The financial situation of the Facility must be consolidated. This will be accomplished through internal efficiency and saving measures, as well as through increasing rates on housing and services.
\n<\/strong><\/p>\n

\"rotte1_eivindsennesethuib\"<\/a>The most demanding research operations at the Faculty, in terms of funding and scientific competence, are organized as core facilities. All core facilities have their own base budget, but a large part of their financing comes from renting services and infrastructure to research groups. The budget encompasses not only daily operations, but also purchasing and maintaining equipment. New scientific possibilities are to be developed and implemented. The financial model will be based on accounting numbers and follow the principles shared by all core facilities.<\/p>\n

The Lab Animal Facility will have to initiate two parallel processes to achieve a better budget balance. Revenues must be increased, meaning higher rates on user payments. The Animal Lab Facility must also save more money compared to current daily operations, particularly on salary expenses.<\/p>\n

The demand for budget improvement for the forthcoming year is 1.5 million NOK. The Lab Animal Facility and the financial sections will look into the practical consequences of this demand. New facility user rates will be decided in a few weeks. The role of user input in terms of work load and participation on projects will be defined in each project and play a part in the financial discussion. It is important that research groups, departments and The Lab Animal Facility all co-operate during initial application processing to determine a correct calculations of costs as well as pre-assuring necessary capacities. Low priority projects and\/or projects with a weak funding base may be denied. In applications for competition-exposed funding, expenses for using The Lab Animal Facility must be calculated correctly.<\/p>\n

Researchers, The Animal Lab Facility and its academic advisory group and department management will be the principal participants in the scientific priorities implied in this process. The economic framework for the enterprise and demands for financing and budgets will be more clearly formulated by K1 in dialogue with the Faculty and other departments. The base funding for K1 and the Faculty has developed in such a way that it bears direct impact on daily operations.<\/p>\n

Alongside handling the difficult budget situation of today, it is important to assess available academic resources regarding competence and practical functions. The task of The Lab Animal Facility is to contribute actively to research in the forefront of the international biomedical science fields.<\/p>\n
