[:no]\"\"<\/a>K2 har oppnevnt professor Audun Nerland som GMO -ansvarlig ved instituttet. Bakgrunn og arbeidsinstruks er som f\u00f8lger:<\/p>\n

K2 fikk v\u00e5ren 2013 varsel om inspeksjon fra Helsedirektoratet ang\u00e5ende arbeid i laboratoriene med genmodifiserte organismer (GMO). Instituttledelsen ba professor Audun Nerland om hjelp fordi han hadde arbeidet med dette ved tidligere Gades institutt og Havforskningsinstituttet. Inspeksjonen medf\u00f8rte at b\u00e5de K2 og fakultetet fikk p\u00e5legg om \u00e5 gi sine ansatte som arbeidet med GMO oppl\u00e6ring.<\/p>\n

P\u00e5 grunn av dette organiserte Nerland et internkurs for ansatte b\u00e5de ved fakultetet og Haukeland universitetssjukehus. Han har seinere tatt initiativet til \u00e5 opprette og underviser ved et nytt universitetskurs (HUMGEN302) for studenter og stipendiater om regelverk for arbeid med GMO.<\/p>\n

Genteknoloiloven p\u00e5legger oss:
\n<\/strong>– at laboratoriene er godkjent i henhold til risikoniv\u00e5 av GMO arbeid
\n– at det blir sendt inn melding\/s\u00f8knad om selve arbeidet, der det inng\u00e5r en risikovurdering (prosjekts\u00f8knad); for arbeid i risikoklasse 3 og 4 skal det ogs\u00e5 foreligget en konsekvensutredning av hva som kan skje hvis den aktuelle GMO ved uhell slippes ut i milj\u00f8et.
\n– at protokoller for arbeidet blir skrevet p\u00e5 en ordentlig m\u00e5te.
\n– at personalet som er\u00a0involvert i arbeidet f\u00e5r en grundig oppl\u00e6ring
\n– at\u00a0avfallsh\u00e5ndteringen og transport av GMO blir\u00a0utf\u00f8rt if\u00f8lge regelverket
\n– at det foreligger en beredskapsplan i tilfeller GMO utilsiktet slipper ut i milj\u00f8et<\/p>\n

Det viktig \u00e5 ha gode rutiner for GMO-arbeid i laboratoriene i tilfelle uhell. Vi m\u00e5 forvente nye inspeksjoner fra Helsedirektoratet. Videre er det jevnlig sp\u00f8rsm\u00e5l b\u00e5de fra ansatte ved K2 og andre institutt om hvordan s\u00f8knader skal utformes og arbeidsrutiner\/sikkerhet n\u00e5r det gjelder arbeid med GMO, og det er behov or representasjon i ulike utvalg og ressursgrupper. Derfor har jeg funnet det n\u00f8dvendig \u00e5 ha en som formelt er GMO-ansvarlig ved K2.<\/p>\n

GMO-ansvarlig ved K2 skal:<\/strong><\/p>\n

    \n
  1. R\u00e5dgi de som skal skrive s\u00f8knader\/meldinger om arbeide med GMO (prosjekts\u00f8knader).<\/li>\n
  2. Samordne s\u00f8knader om godkjenning av laboratorier for\u00a0arbeid med GMO.<\/li>\n
  3. P\u00e5se at vi har en oppdatert database over s\u00f8knader\/godkjenninger av laboratorier og prosjekter.<\/li>\n
  4. Gjennomf\u00f8re inspeksjoner for \u00e5 etterse at laboratoriene er organisert if\u00f8lge regelverket og at arbeid utf\u00f8res tilfredsstillende.<\/li>\n
  5. S\u00f8rge for oppl\u00e6ring slik som lovverket krever feks. Gjennom et e-l\u00e6ringskurs<\/li>\n
  6. Sammen med HMS-ansvarlig s\u00f8rge for oppdatering av\u00a0\u00abRetningslinjer for arbeide med GMO\u00bb.<\/li>\n
  7. Opprette en lokal komite som risikovurderer GMO.<\/li>\n
  8. Utarbeide en overordnet beredskapsplan i tilfelle utilsiktet utslipp av GMO.<\/li>\n
  9. V\u00e6re kontakt vedr\u00f8rende GMO-sp\u00f8rsm\u00e5l overfor Fakultet\/UiB\/Helsedirektoratet\/Departementene.<\/li>\n
  10. Opprette en nettside for informasjon og hjelp til s\u00f8knader mm.<\/li>\n<\/ol>\n

    \u00a0<\/strong>[:en]\"\"<\/a>K2 has appointed Professor Audun Nerland as GMO responsible at the institute. Background and work instructions are as follows:<\/p>\n

    In spring 2013, K2 was notified of an inspection by the Directorate of Health (HOD) regarding work in the laboratories with genetically modified organisms (GMOs). The K2 management hence asked Professor Audun Nerland for help because he had worked on such matters at the former Gades institute and the Institute of Marine Research. The inspection resulted in both K2 and the Faculty being instructed to give training to their staff working on GMO.<\/p>\n

    Because of this, Nerland organized an internal course for staff at both the Faculty and Haukeland University Hospital. He later took the initiative to create and teach at a new university course (HUMGEN302) for students and fellows on regulations for working with GMOs.<\/p>\n

    The Gene Technology Act instructs us:<\/strong>
    \n– that the laboratories are approved according to the risk level of GMO work
    \n– that a notification \/ application is submitted about the work, which includes a risk assessment (project application); For work in risk classes 3 and 4, there must also be an impact assessment of what can happen if the relevant GMO is accidentally released into the environment
    \n– that protocols for the work are written properly
    \n– that the staff involved in the work receive thorough training
    \n– that waste management and transport of GMOs are carried out in accordance with the regulations
    \n– that there is a contingency plan in case the GMO unintentionally releases into the environment<\/p>\n

    It is important to have good procedures for GMO work in the laboratories in the event of an accident. We must expect new inspections from the Directorate of Health. Furthermore, there are frequent questions from both staff at K2 and other institutes about how applications should be designed and work routines \/ safety when it comes to working with GMOs, and there is a need or representation in various committees and resource groups. Therefore, I have found it necessary to have someone who is formally GMO responsible at K2.<\/p>\n

    The GMO responsible at K2 shall:<\/strong>
    \n<\/strong>1. Advise those who are going to write applications \/ reports on working with GMOs (project applications).
    \n2. Coordinate applications for approval of laboratories for work with GMOs.
    \n3. Make sure we have an up-to-date database of applications \/ approvals for laboratories and projects.
    \n4. Conduct inspections to ensure that the laboratories are organized in accordance with the regulations and that work is carried out satisfactorily.
    \n5. Provide training as required by law, eg. through an e-learning course
    \n6. Together with the HMS Manager, make sure that the «Guidelines for working with GMOs» is updated.
    \n7. Establish a local GMO risk assessment committee.
    \n8. Prepare an overall contingency plan in case of accidental release of GMOs.
    \n9. Be in contact regarding GMO issues with the Faculty \/ UiB \/ Directorate of Health \/ Ministries.
    \n10. Create a website for information and help with applications etc.<\/p>\n
