Portelf\u00f8ljestyrene har ansvar for \u00e5 fordele rundt ni milliarder kroner \u00e5rlig, og portef\u00f8ljeplanene er styrende for faglig, tematisk og strategisk fordeling av midler. Disse planene er styringsdokumenter som skal bidra til forutsigbarhet og tydelighet i f\u00f8ringene for finansering. Portef\u00f8ljeplanene skal v\u00e6re korte og overordnede, og konkretiseres i en investeringsplan som oppdateres \u00e5rlig. De nye planene skal legges frem for NFRs styre i februar 2025.<\/p>\n<p>For \u00e5 sikre at planene bygger p\u00e5 oppdatert kunnskap og tar hensyn til ulike perspektiver, arrangerer Forskningsr\u00e5det digitale innspillsm\u00f8ter. I disse m\u00f8tene blir m\u00e5l, prioriteringer og tiltak i utkastene til portef\u00f8ljeplanene gjennomg\u00e5tt, og deltakerne f\u00e5r mulighet til \u00e5 gi innspill. De digitale innspillsm\u00f8tene finner sted fra oktober 2024 til januar 2025, og er \u00e5pne (alle kan melde seg p\u00e5). Det gjenst\u00e5r n\u00e5 ett innspillsm\u00f8te for velferd og utdanning 17. Desember, og ett for demokrati og global utvikling 8. Januar.<\/p>\n<p>I m\u00f8tet i portef\u00f8ljestyret for innvoasjon i oktober deltok representanter for en lang rekke akt\u00f8rer, b\u00e5de FFA (Forskningsinstituttenes fellesarena), UHR (Undervisnings- og h\u00f8skoler\u00e5det) og enkeltinstitusjoner, ogs\u00e5 UiB. Her kom det frem at foreliggende utkast til portef\u00f8ljeplan for innovasjon ble ansett som et godt utgangspunkt, men at det var ulike synspunkter p\u00e5 prioriteringer. Ett punkt som det tydelig var delte syn p\u00e5, var i hvilken grad tildelingene skal bidra til kompetansebygging og -overf\u00f8ring. Skal det v\u00e6re \u201candre\u201d portef\u00f8ljer som bidrar til utdanning av forskere, mens innovasjonsportef\u00f8ljen best\u00e5r av prosjekter der midler g\u00e5r direkte til drift og investering i innovasjonsprosjekter uten \u00e5 legge vekt p\u00e5 dette aspektet? Enkelte mente at \u201cdet er ikke denne portef\u00f8ljen vi skal bruke til \u00e5 utdanne PhD-kandidater\u201d, mens andre fremhevet viktigheten av at minst \u00e9n prosjektpartner er en FoU-leverand\u00f8r for \u00e5 fremme kunnskapsoverf\u00f8ring.<\/p>\n<p>Forskningsr\u00e5dets er som kjent i en omstillingsprosess, men kan fremdeles utgj\u00f8re en viktig rolle som finansieringskilde for oss fremover. Det kan v\u00e6re nyttig \u00e5 delta p\u00e5 de gjenst\u00e5ende innspillsm\u00f8tene for \u00e5 f\u00e5 et innstrykk av hvilken retning portef\u00f8ljeplanene beveger seg i, og \u00e5 sette seg inn i de nye portef\u00f8ljeplanene n\u00e5r disse foreligger.<\/p>\n<p>Til slutt vil jeg minne om frister for nominasjoner til L. Meltzers h\u00f8yskolefonds priser, som er 01.12. Nominasjoner kan foretas avalle professorer og instituttledere ved Universitetet i Bergen. Man kan nominere kandidater til Meltzers pris for yngre forskere, Meltzers pris for fremragende forskningsformidling og Meltzers pris for fremragende forskning (sistnevnte deles ut for f\u00f8rste gang i 2025). The portfolio boards are responsible for distributing around nine billion NOK annually, and the portfolio plans guide the academic, thematic, and strategic allocation of funds. These plans are governance documents that aim to contribute to predictability and clarity in funding guidelines. The portfolio plans should be short and overarching, and will be detailed in an investment plan that is updated annually. The new plans will be presented to the RCN board in February 2025.<\/p>\n<p>To ensure that the plans are based on updated knowledge and take various perspectives into account, RCN is organizing digital input meetings. In these meetings, the goals, priorities, and measures in the draft portfolio plans are presented, and participants have the opportunity to provide input. The digital input meetings take place from October 2024 to January 2025 and are open (anyone can register). There is now one remaining input meeting for Welfare and education on December 17, and one for Democracy and global development on January 8.<\/p>\n<p>In the portfolio board meeting for innovation in October, representatives from a wide range of stakeholders participated, including FFA (Joint Arena of the Research Institutes e.g. NORCE, SINTEF), UHR (Norwegian Association of Higher Education Institutions), and individual institutions, including UoB. It emerged that the current draft of the portfolio plan for innovation was considered a good starting point, while views on priorities differed. One point that clearly divided opinions was the extent to which allocations should contribute to competence generation and -transfer. Should it be &laquo;other&raquo; portfolios that contribute to the education of researchers, while in the innovation portfolio funds go directly to operations and investment in innovation projects without emphasizing the competence aspect? Some argued that &laquo;this is not the portfolio we should use to educate PhD candidates,&raquo; while others emphasized the importance of having at least one project partner as an R&amp;D provider to promote transfer of knowledge.<\/p>\n<p>As we know, RCN isin a restructuring process, but it can still play an important future role as a funding source for K2 research. It may be useful to participate in the remaining input meetings to get an impression of the direction the portfolio plans are moving in and to familiarize yourself with the new portfolio plans when they are available.<\/p>\n<p>Finally, I would like to remind you of the deadlines for nominations for the L. Meltzer&#8217;s College Fund awards, which is December 1. Nominations can be made by all professors and department heads at the University of Bergen. You can nominate candidates for the Meltzer Award for Young Researchers, the Meltzer Award for Outstanding Research Dissemination, and the Meltzer Award for Outstanding Research (the latter will be awarded for the first time in 2025).
