Den f\u00f8rste effekten kom umiddelbart, og noen av dere merket det kanskje; muligheten for interne utlysninger er ikke lenger tilgjengelig. Av den grunn ble noen allerede utlyste stillinger trukket tilbake og lyst ut p\u00e5 nytt eksternt. I den nye loven heter den nemlig at den beste s\u00f8keren skal rekrutteres, ikke den beste interne s\u00f8keren, og alle stillinger m\u00e5 kunngj\u00f8res offentlig.<\/p>\n<p>Hensikten med den nye loven er blant annet \u00e5 redusere midlertidig arbeidskraft, som har v\u00e6rt en av regjeringens fokusomr\u00e5der. Det siste \u00e5ret har det v\u00e6rt \u00f8kende fokus p\u00e5 andelen midlertidige ansatte, b\u00e5de p\u00e5 fakultetet og i universitetsstyret, og K2 har m\u00e5tte rapportere hvor mange av v\u00e5re ansatte som er midlertidig ansatt.<\/p>\n<p>I tillegg til ny lov har Universitet i Bergen satt seg styrende og strengere m\u00e5l enn den nye loven hva ang\u00e5r midlertidighet, ref. Universitetsstyresak 65\/2017. Utlysning av forskerstillinger over 2 \u00e5r skal som hovedregel ikke v\u00e6re midlertidige, men skal lyses ut fast. Teknisk-administrative stillinger skal som hovedregel heller ikke v\u00e6re midlertidige, men vikariat er fremdeles tillatt. Administrative ansettelser uten utlysninger blir mer restriktive.<\/p>\n<p>Vi har ikke gode arbeidsrutiner p\u00e5 plass for \u00e5 h\u00e5ndtere dette enn\u00e5, men fakultetet jobber med dette. Selv om forskerstillinger blir faste, \u00f8kes ikke instituttets l\u00f8nnsmidler fra staten, s\u00e5 vi m\u00e5 ha gode rutiner p\u00e5 plass for \u00e5 finne nye arbeidsomr\u00e5der og stillinger til faste ansatte forskere n\u00e5r prosjekter og arbeidsoppgaver er ferdige i ett prosjekt. Fortrinnsrett og kompetanse m\u00e5 vurderes for \u00e5 matche tilgjengelige ressurser og ettersp\u00f8rsel. Administrasjonen trenger gode verkt\u00f8y som hjelper oss \u00e5 holde oversikten. Dette m\u00e5 organiseres og f\u00f8lges opp p\u00e5 en god m\u00e5te, men vi er alle innstilte p\u00e5 \u00e5 finne gode m\u00e5ter \u00e5 h\u00e5ndtere nye krav fra staten og universitetsstyret.<\/p>\n<p>Hilsen Julie[:en]<a href=\"http:\/\/k2info.w.uib.no\/files\/2017\/09\/K2nytt_2017_Uke-38_Julie-Stavnes_Portrett_170922.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-12934 alignleft\" src=\"http:\/\/k2info.w.uib.no\/files\/2017\/09\/K2nytt_2017_Uke-38_Julie-Stavnes_Portrett_170922-300x200.jpg\" alt=\"k2nytt_2017_uke-38_julie-stavnes_portrett_170922\" width=\"318\" height=\"212\" \/><\/a>This summer, at a time where most of us were out of office and enjoying much needed vacation, the new law for state employees was effectuated. The first effect was immediate, and some of you might even have noticed it; internal calls of positions is no longer a possibility. Due to this, some of the positions already called were withdrawn and then called again, but this time publicly. The new law states that the best candidate is to be recruited, not the best internal candidate. Hence, all calls must be public.<\/p>\n<p>The purpose of the new law is, amongst others, to reduce the use of temporary labor, which has been one of the areas the current government has focused on. During the recent years, both the faculty and the university board have had an increased interest in the share of temporary labor within the university. The department has reported on how many of our employees are employed on a temporary basis.<\/p>\n<p>In addition to the new law, the University of Bergen has decided upon even stricter goals in order to reduce the use of temporary labor, ref. University board matter 65\/2017. The call of research positions for a duration exceeding 2 years is from now on as a main rule considered called a permanent position. Technical and administrative positions should, as a main rule, not be temporary. Substitute positions are still allowed, but the use of administrative employment without calling the position will be even more restrictive.<\/p>\n<p>Currently, we do not have any well-suited working practices to handle this change, but the faculty is working on it. Even though some positions will be called as permanent instead of temporary, the wage budget distributed to the department will not increase. We therefore need good practices to ensure new positions and areas of work for permanent employees when current projects and tasks are completed. Preferential rights and knowledge must be considered in order to match available resources with project needs. The administration needs sufficient tools to help us organize this.
